What in the world is a Needs Assessment Program?

Just recently, a major steel manufacturer called us for more information on FCC licensing. It seems that an industrial supplier had sold them radios without explaining the need for an FCC license. After calling the FCC, they found that they were in violation and potentially vulnerable to some huge fines and penalties. Our Needs Assessment Program came to the rescue!
